United saddened by the loss of Phil Downs MBE

Everyone at Manchester United is profoundly saddened by the loss of our longstanding friend, and Manchester United Disabled Supporters’ Association (MUDSA) founder and former secretary, Phil Downs MBE, who has died at the age of 70.

Phil and his brother David followed in their father’s footsteps as Manchester United supporters. Phil first visited Old Trafford for a match against Coventry City at the age of 12, proudly taking responsibility for looking after David, who was just eight, as they began a lifelong connection with the club.

Following a life changing injury at the age of 18, Phil successfully raised the profile and transformed the perception of disabled football fans, setting the gold standard for accessibility and inclusion across the game.

In addition to founding MUDSA in 1989 – the first disabled supporters’ association in world football – he was also co-founder of the National Association of Disabled Supporters (now Level Playing Field).

Phil’s progressive approach enabled him to make a lasting difference to countless people and led to his recognition as a leading expert in equality legislation.

A frequent contributor to academic publications, his work was formally recognised in 2004, when Her Majesty the Queen awarded him an MBE for services to disabled people.

In 2016, Phil stepped down as the club’s Disability Liaison Officer, transitioning into a consultancy role focused on accessibility and inclusion – 27 years after the creation of MUDSA.

Later that year, the club honoured Phil’s extraordinary legacy by renaming part of Old Trafford in his honour. The Phil Downs Ability Suite, unveiled by his close friends Sir Alex Ferguson and David Gill, provides disabled supporters with a wide range of facilities and services designed to enhance their matchday experience.

Phil was also a long-standing member of the Fans’ Forum and served in numerous influential roles beyond the club, including advisor to the London 2012 Olympic Delivery Authority and board member of The FA’s Disability Equality Advisory Group. He advised on accessibility during the redevelopment of Wembley Stadium and took his trailblazing work to Europe, sharing knowledge and experience with clubs in Spain.
